The project:

The project “Disaster preventive reconstruction and rehabilitation in Ica and Huancavelica, Peru” aims to integrate earthquake-resistant construction methods and technologies into rebuilding residential buildings in the provinces affected by the 2007 earthquake. It also aims to build local capacities, to cope with extreme natural events.

Project measures include implementing pilot projects, and providing advisory services and training to local administrative structures, to mainstream the knowledge and experience gained into regional and national planning.

Your tasks:

As team leader, you are responsible for the strategic and organisational steering of the entire package of measures. Within the framework of the project, the following individual measures are implemented. Firstly, judicial steps are taken to legalise land titles. The local teams led by you then implement the required construction measures. The disaster risk management committees set up at local level and the structures responsible for these committees at the regional level are also trained in disaster risk management. You underpin the success of this work by skilfully advising and managing the members of the individual teams.

Your main task is to provide targeted support to build the capacities of regional and local governments, within the context of reconstruction and disaster risk management. Here, the main priority is to boost the capacities of the different levels, which are currently inadequate, to perform and cooperate with each other. Above all, the provincial and district mayors are motivated to play an active role in this context, and local civil society structures are incorporated into planning and implementation.

Together with the TC programme “Sustainable Rural Development”, you draw up and implement strategies to mainstream knowledge and experience of disaster risk management into long-term regional and national plans.

Your qualification:

You have a university degree in geography, architecture, political science, or social science. In addition to long standing experience in development cooperation, ideally in the areas of reconstruction for crisis prevention and disaster risk management, you have knowledge of risk analysis, land use planning and public investment planning. You have worked in Latin America, and ideally, you are familiar with Peruvian culture. You have highly honed managerial and advisory skills, come across confidently at all levels, and know how to win partners’ support for projects using a transparent and sector-specific approach. With at least three years’ managerial expertise, you are flexible, able to work under pressure and prepared to travel to remote regions from time to time. You speak fluent German and Spanish and have at least a good knowledge of English.
