REQUIRED COMPETENCIES

  • Degree in Economics, Business Studies, Accounting or Political Science achieved at least 5 years ago
  • Min 3 year experience in developing country with 2 year experience in emergency activity, post-emergency and reconstruction
  • Experience in supervision and planning of field logistics
  • Knowledge of UE and Italian Ministry of Foreign Affairs administrative and procurement procedures
  • Experience in supervising multi-cultural staff
  • Strong leadership, supervisory and people skills as well as experience with NGO procedures, approaches, and operations
  • Fluency in written and spoken Italian
  • Fluency in written and spoken Spanish
  • Strong computer skills including Microsoft Word, Excel, accounting software

DESIRABLE COMPETENCIES

  • Postgraduate degree on above disciplines
  • Experience in Administrative and accounting procedures
  • Previous experience in Latin America/developing countries

WORK CONTEXT

Cesvi has worked in Peru’ since 1989 with four local office Puerto Maldonado, Iquitos and two in Lima and has established partnerships with a large number of local NGOs and state actors.
The sectors of intervention are:

– children’s rights and promotion of youth employment
– in the Peruvian Amazon Rainforest Cesvi focused on projects for the promotion of a sustainable exploitation of biodiversity and support of community development
– emergency management in the event of natural disaster.
As regards emergency and post-emergency operations, Cesvi supported the communities in the rural region of Chincha, hit by the August 2007 with earthquake, with reconstruction activities in cooperation with the local organization CEDER.

JOB DESCRIPTION

The collaboration will start on 1st May 2009

The main duty station will be Lima

The administrator will work under the Country Representative supervision

Main tasks:

– S/He will plan, supervise and deliver all project and programme related administrative functions: accounting, budgeting, procurement, financial reporting and monitoring
– S/He will ensure that the management of the program will comply with administrative procedures of Donors, local Law and Cesvi and will develop procedures and guidelines to this end, as well as will provide on-the-job training and supervise administrative staff
– S/He will ensure an adequate reporting to the Country Representative, as regard to the management/control of financial flows of the various projects, constantly monitoring expenses and cash flow (final balance and budget analysis)
– S/He will plan, supervise and control project and programme logistic functions
– S/He will assist Country Representative in the preparation of contracts with suppliers, partners and service providers and will monitor contract administrative performance
