Key tasks and responsibilties:
The Human Resource Manager is guided by the HR Strategy and related HR guidelines, policies and procedures to carry out the following tasks:

a. Establishing and building a cohesive approach to people management in the operational zone
b. Providing top quality and committed professionals in all core areas of programming
c. Establishing an HR system that enables fast deployment of people in emergency situations in coordination and/or consultation with relevant staff
d. Nurturing a working environment which enables effective performance and compliance of set standards of conduct and discipline
e. Ensuring that the group of supervised staff completes tasks and delivers the assigned work in a timely manner, within acceptable levels of quality and costs

Duties applicable to all staff

1. Actively work towards the achievement of the Secretariat’s goals.
2. Abide by and work in accordance with the Red Cross/Red Crescent principles.
3. Perform any other work related duties and responsibilities that may be assigned by the line manager.

Education:
Professional qualification in Human Resources Management
University Degree in HR related Discipline such as Social Sciences and Psychology (preferred)
Relevant post-graduate degree or MBA (preferred)
Relevant professional training courses (Red Cross/Red Crescent related, humanitarian and development sector, management, etc.) (preferred)

Experience:
Minimum of 5 years work experience in the international sector, focused on humanitarian needs (education, health, disaster preparedness and response, etc.)
Minimum of 3 years work experience with the Red Cross/Red Crescent Movement, including time in the field and/or with a National Society (preferred)
Work experience with other international organisations, large NGOs and/or governmental development agencies (preferred)
Management of a team with a minimum of 3 staff members
Experience working in a change management situation, preferably as an active participant in that change
Proven experience communicating and liaising with Donors and other Agencies
